Mediator beaten to death on train

A middle-aged man was beaten to death on the train when he tried to mediate a quarrel between a passenger and three train stewards , Jiangxi TV reported Tuesday .A total of 20 passengers on the Shenzhen-Hefei K256 train bore witness and submitted testimony with their signatures and fingerprints , the report said .According to a female passenger surnamed Lai , the incident took place at 00:05 at Ganzhou railway station in Jiangxi province . A passenger next to her was quarreling with train stewards on the No 15 car , and another man came to make peace between them , when a train vendor suddenly stormed in from the No 14 car and held the mediator 's neck and beat him through the cars . During the altercation , the mediator may have been hit on his temple .Three stewards , including a man in a conductor 's uniform , hit the mediator , and by the time the ambulance arrived , the man was already dead , Lai said .

GUIYANG - Photos appearing to give evidence of a lavish life have dragged the daughter of a Guizhou province official into an online controversy .The trouble for You Yixi , a 21-year-old college student in the provincial capital of Guiyang ,began when a netizen going by the name laughingsir went to his micro blog to post photos of a young woman with two designer bags . The netizen claimed the images had come from You Yixi 's own micro blog .Netizens , some of whom said the bags in the picture had cost at least 100,000 yuan ($15,639),suggested that You Yixi could not have got them without help from her father , You Chenghua ,who is the deputy head of Guizhou 's Jinping county .The photos and the speculations they gave rise to have since been widely circulated on Chinese websites , leaving You Yixi and her father faced with an army of netizens who are suspicious about the connection between her alleged possessions and her father 's position in government .In addition to the pictures , questions have also been raised about You Yixi 's words . More than 3,000 online views and many expletives were the response from netizens to a post of hers that said , "the gift for uncle is worth 17,000 yuan and I will pay 6,000 yuan of that "."How can a county official afford to be so extravagant toward his kid ?" said a netizen going by the name Qingzhemu . "Where is this money coming from ?" The girl later denied that she was trying to be ostentatious and said she published the photos online out of sheer vanity ."I wasn 't trying to show off when I posted the pictures of the bags on my micro blog , only to put my beauty on display and to make myself proud , just as other girls do ," she told China Daily . "It just fed my vanity . I never expected people to believe (the bags ) are expensive ." She said the "designer bags " that brought her so much public criticism cost her less than 200 yuan . She bought them from an online store .The girl also deleted all of the pictures and words that had been subjects of criticism on her micro blog . She said , "I don 't know if I offended someone and why they would slander me ."You Yixi 's father said on Monday that he gives his daughter 800 yuan in pocket money each month ."She earns about 200 yuan a month through tutoring people in private dance classes ," he said . "She doesn 't spend as much as netizens think ." He also produced the receipts from his daughter 's online purchases . They showed that one of the bags cost 70 yuan and the other 90 yuan ."The bags were delivered in July when I was at home ," he said . As for the 6,000 yuan to be used for the "gift ",the girl said it is actually her boyfriend 's money ."The incident has had bad consequences not just for my career , but more importantly , for my whole family ," You Chenghua said , adding that he has not supervised his daughter enough . Some said they are still skeptical ."I don 't buy You (Yixi 's ) story ," said Chen Chi , a 27-year-old Beijing resident . "The public are not fools , and someone should investigate this further ." "There are many cases in which the children of government officials or businessmen have shown off or behaved immorally and unscrupulously in public places ," said Gu Jun , a professor of sociology at Shanghai University . "We should ask : Who gave them the idea that they can act like this ?"

Court dismisses lawsuit against local authorities in S China

GUANGZHOU - A court dismissed a case brought against the local government on Monday ,denying the request of a resident who sued three authorities for omission over a construction project in South China 's Guangdong province .The court dismissed the administrative omission case because the accuser was not an eligible plaintiff . There was no legally-recognized interest relation between the accuser and the actions of the authorities , said an official with the People 's Court of Yuexiu District in the city of Guangzhou , capital of south China 's Guangdong Province .Ou Shaokun , a 58-year-old resident of Guangzhou , filed the case on September 20, petitioning the court to fine the Committee of Urban-Rural Construction , the Committee of City Management and the Bureau of Forestry and Gardens 1 yuan ($0.16) each . He believed the watchdogs should be held accountable since they failed to regulate a five-year-long subway construction project on a city square . The construction caused sound pollution and traffic inconvenience , Ou said .The accuser expressed his anger after the court told him the dismissal ."I am very discontented and I will refile the case with further legal consultation ," Ou said . He added that the court 's decision could not stand since his commute was hampered by the subway construction on Haizhu Square .The three authorities declined to comment on the dismissal .The dismissal is understandable , since Ou was not a specific party in a legally-recognized interest relation according to the Administrative Procedure Law , said Jia Haixia , a lawyer with Guangxin Law Firm in Guangzhou .It was regrettable that the court dismissed the case , and Ou should stick to upholding his rights by law , the lawyer said .Ou brought the three departments to court one week after he filed a publicity request to the Committee of Urban-Rural Construction . He asked the committee to disclose why construction on the square could last for more than five years .The committee promised a quick investigation , but construction on the square expanded , Ou said .The city of Guangzhou was the site of several high-profile actions challenging local authorities this year . A college graduate requested a feasibility report from the Committee of Urban-Rural Construction in July . A high school student queried the Guangzhou Metro for its renovation plan of a subway line in April . Both students got thousands of supporters online .The government should understand the trend that residents have begun to put their concerns regarding public matters into actions , said Xiao Bin , professor with the School of Government of Sun Yat-Sen University .Authorities need to build a platform for interactions between the government and the public ,Xiao said .

Video exposes street beggars as frauds

A netizen disclosed on the popular Chinese forum Mop .com that a beggar in Beijing 's commercial center Xidan was actually a millionaire who owns several properties and four cars , causing a sensation on the Internet .
Other netizens replied on the post that they saw this beggar many times with his frantic way of begging - kneeling on the ground and continuously kowtowing to get people 's sympathy and money while an old woman who appears to be seriously ill lies beside him .The fraud was also found at Dongsishitiao Subway Station in Beijing . A netizen named Budangxiaobing said an old woman with gray hair was lying on the ground with a boy kowtowing ,then suddenly jumped up and ran away because chengguan , or urban management officers ,were coming .The chengguan in charge of Xidan area said the man was found begging on the street several times and he was persuaded to leave . But later he kept evading the officers , escaping every time the chengguan patrols got close ."We don 't know how much he earns , and we have no legal jurisdiction to fine him either ," said an officer from Xidan 's urban management department . The post , attracting 100,000 hits , said the man could earn up to 4,000 yuan per hour , but that amount was highly suspect .The beggars fled in haste when they found themselves being recorded . BEIJING - One of the country 's best-watched news shows is to be given a makeover , according to insiders at China Central Television (CCTV ) on Wednesday .Xinwen Lianbo , which runs every night at 7 pm on CCTV 1 and all provincial satellite channels ,is expected to get new faces and a new focus in the makeover .It is deemed the most important news program in China and is seen by many as the news outlet for the government ."Lang Yongchun and Ouyang Xiadan (the new anchors ) are filming a demo for the program ,"Yang Yu , a commentator for the State broadcaster , wrote on his Sina Weibo micro blog on Wednesday . He stressed that the news program needs to update its formulaic style and expand its team . A CCTV reporter who spoke on condition of anonymity confirmed Xinwen Lianbo will get a new digitally produced opening title , while the revamped program will debut late this year .The new-look 30-minute newscast will likely incorporate a mix of in-studio reporting , guest interviews and on-the-spot reports to make it more interesting for viewers .Jiaodian Fangtan , another popular news program focusing on in-depth coverage of hot social issues , will also get a makeover and will feature more investigative reports on topics like employment , environmental protection and affordable housing , the insider said .Latest statistics from CSM Media Research , a Beijing-based television ratings analysis company , show that Xinwen Lianbo is the most-watched program in China , with an average audience share of about 17.8 percent . Jiaodian Fangtan is third with almost 11 percent .Both shows have been the country 's most authoritative news programs for years , boasting millions of loyal viewers .Kou Fei , 24, an employee for a Beijing educational company who watches Xinwen Lianbo at 7pm every day with her grandmother , said she hopes the program will keep its serious style ."Considering its nationwide coverage and political influence , authority is a must ," she said . Cheng Manli , a professor at Peking University , welcomed the reform as the news programs are losing young viewers to Internet sources .However , Yu Guoming , associate dean of the journalism school at Renmin University of China ,said he believes CCTV will aim for a balance between the needs of the audience and its political function , adding that any change in the near future is unlikely to be an "overhaul ".Zhu Xingxin contributed to this story .
